The Ministry of Manpower does a solid job of summarising all the different types of passes. Their pages are clear and concise, and we highly recommend to refer to them HERE. That said, there are many different links and details which can be overwhelming at times. This article aims to summarise and link readers to the various pages relevant to each pass, and to better understand what is needed as both an employer and employee.

Disclaimer: Please DYOR and read the web pages closely, especially since there are changes constantly to areas such as qualifying salaries and levies.

This article will focus solely on skilled workers, that are hired under an employer. It will NOT cover migrant workers, domestic workers, passes available for students, and ones for entrepreneurs (i.e. EntrePass).

S Pass

Application & Renewal: By Employer / appointed Employment Agent (EA)

• meet the S Pass qualifying salary, as stated HERE.
—> Minimum starts from S$3,150, increasing with age and varies for the Financial Services sector

First Time: Up to 2 years

Renewal: Up to 3 years
• Employer – must have enough S Pass quota for sector
• passport valid for at least 7 months
• pass is valid up till 1 month before passport expiry date

• job needs to be on MyCareersFuture for at least 2 weeks before applying for a pass for candidates. There are further requirements about the MCF job ad, read them HERE

• Medical insurance MUST be provided

• From 1st Sep 2025, Tier 1 Levy Rate will be $650 (from $550)
• For Tier 2 Levy, status quo ($650)

• Help the application process by preparing necessary documents HERE Dependent’s pass
• Spouse (legally married)

• Children
—> it is not stated explicitly about the requirements of the children, but one might assume that guidelines follow those stated for the other passes (unmarried, under 21, including legally adopted)

Employment Pass (EP)

Application & Renewal: By Employer / appointed Employment Agent (EA)

• meet the EP qualifying salary, as stated HERE. The EP qualifying salary varies based on 1) age 2) industry sector
• employers need to meet the COMPASS framework points requirement

First Time: Up to 2 years; Up to 5 years for professionals in a role with skill shortage, found HERE

Renewal: Up to 3 years
• meet EP qualifying salary
• meet COMPASS framework points (unless earning at least S$22,500)

NOTE: 5 year EPs will need to meet the following criteria
1) role must be on
Shortage Occupation List
2) Score at least 10 points on Diversity criteria on COMPASS on top of meeting basic requirements
3) Earn a certain amount of salary
—> Renewals in 2025: S$10,500 for age 36 and below, increasing to S$13,500 for 45 and above
—> New EP in 2025 & Renewals in 2025: S$10,700 for age 36 and below, increasing to $14,700 for age 45 and above

Dependent’s Pass

• Children, unmarried and under 21 years old, including legally adopted

Long Term Visit Pass (LTVP)
• Common-law spouse
• Handicapped children, unmarried and 21 years old and above
• Stepchildren, unmarried and under 21 years old
• Parents of EP holder

NOTE: Application for family can be together with EP or separate (1 application for each family member)

• even if the requirements are met, an approval is NOT guaranteed. These are just the bare minimum requirements for consideration
• EPs will need to go through renewals, and it is NOT guaranteed

Overseas Networks & Expertise Pass (ONE Pass)

Application: By Employer / appointed Employment Agent (EA)
OR
Employee

• earn at least S$30,000 monthly for 12 months leading up to application from 1 employer / will earn S$30,000 in employer
• employer must be an established company, defined as 1) market capitalisation valuation of at least US$500 million 2) annual revenue of at least US$200 million

OR

• outstanding achievements in the following areas 1) Sports 2) Academia & Research 3) Arts & Culture.
—> to be reviewed by MOM and other agencies

First Time: Up to 5 years

Renewal: Up to 5 years each time. Must meet 1 out of 2 criteria below
• earn S$30,000 average monthly over past 5 years
• Start & operate local company employing at least 5 locals earning S$5,000 each

• exempted from COMPASS • Employees can be the one initiating the process
• Prepare the following documents

Personalised Employment Pass (PEP)

Application: By Employee (Employer issues pass)

• earn S$22,500 monthly,
• cannot be in certain restricted roles found

• cannot be be a sole proprietor/partner where director is a shareholder in ACRA

First Time: Up to 3 years

Renewal: NOT applicable, PEP can only be issued once

• no quota needed
• exempted from COMPASS
• Employee needs to be the one applying for the pass, as stated HERE
• does not require re-application if changing jobs
• can stay up to 6 months in Singapore while changing jobs
• cannot start own business/ entrepreneurial activity while on PEP
• Prepare the following documents
